Our story

Harness Strategy was founded on a simple belief: strategy should create clarity — not complexity.

After more than 30 years leading enterprise strategy across federal agencies in the environmental, energy, and water sectors, Kerry Whitford saw a recurring challenge. Strategic plans were often thoughtful and well-written — but disconnected from real decision-making, resource constraints, and execution.

Early in her career at the Environmental Protection Agency, Kerry helped develop performance metrics that revealed where public policies were truly delivering results — and where they were not. That experience shaped her conviction that strategy must be measurable, accountable, and grounded in operational reality.

Over time, she led enterprise strategy, risk management, and performance initiatives across complex public institutions. She guided leadership teams through uncertainty, shared governance, and competing stakeholder expectations — always with a focus on practical implementation and measurable outcomes.
